2015 Game Rules

  1. Capitol All-Stars Softball Game: Monday September 28, 2015 at 5:30 p.m.
    1. There is NO rain date
      1. The call to cancel will be made by 4:00 pm on game day via email and on the homepages of Capitol All-Stars and PLS
        1. PCN will also run a notice of cancellation on its network
    2. Location: Metro Bank Park, City Island, Harrisburg
    3. Shot and televised LIVE on Pennsylvania Cable Network
  2. Capitol All-Star Teams
    1. Youse Team Captains
      1. Senate Majority Leader Jake Corman
      2. House Majority Leader Dave Reed
      3. House Democratic Leader Frank Dermody
    2. Yinz Team Captains
      1. Senate President Pro Tempore Joe Scarnati
      2. Speaker of the House Mike Turzai
      3. Senate Democratic Leader Jay Costa
    3. With the exception of the captains, all players are assigned randomly to teams at the Team Selection event on June 2
      1. Players do not have represent districts that fall within the geographic area described by the team name
        1. For example, a senator from Indiana can be drafted by the East Team and a representative from Philadelphia can play for the West Team
    4. No fewer than 11 players and no more than 35 players on each team
  3. Draft Day: Monday June 15 10 a.m. in the Capitol Rotunda
    1. Team captains and Hunger Caucus chairmen will make remarks
    2. Media event; PCN will cover LIVE
      1. Representatives from the Hunger Caucus, Hunger-Free PA and Feeding PA, the Senators, PLS and Wilson500, will also make remarks
    3. Each team’s captains will select five players to protect
    4. The winner of a bat grab will draft two (2) non-protected players from the opposing team
      1. There is no “hands-over” the base of the bat in this bat grab.
    5. The last two players who are non-protected on the team winning the bat grab will be switched to the other team to ensure that the team roster numbers are even
  4. Capitol All-Stars Softball Game rules
    1. The Official Rules of the Amateur Softball Association of America apply (including nine innings), with the following modifications:
      1. Team captains will set batting order and have complete discretion on field positions and substitutions
        1. Players may be freely substituted in and out of the game by the captains
      2. Game will be played with 10 fielders (short field) and 11 batters (including designated hitters)
      3. In each inning, the sides will be retired after the earlier to occur of three outs or five runs, whichever comes first
      4. Teams will play nine innings this year regardless of score; team captains will determine at the beginning of the game whether the game will go to the bottom of the ninth in the event the team at the bottom of the order is winning
      5. There will be four umpires

    1. Provided by Capitol All-Stars through generosity of donors
      1. Jersey
        1. With name and district number on back
        2. Sizes due at player registration
        3. Delivered to players at Capitol offices in September
      2. Caps
        1. Delivered to players at Capitol offices in September
      3. Bats
      4. Balls
    2. Provided by each player
      1. Pants
        1. Do not have to be softball-specific
        2. Jeans, shorts, leggings are ok
      2. Shoes
        1. Sneakers fine
        2. Rubber cleats acceptable
        3. NO METAL CLEATS
          1. Players with metal cleats will not be allowed to take the field
      3. Glove
      4. Socks
      5. Any other personal effects
    3. Men’s and women’s locker rooms available at the park
  6. Meals and VIP Reception
    1. Complimentary food and beverages will be provided to all players, umpires, announcers, volunteers, and other officials participants
    2. There is a VIP reception immediately following the game for all players, sponsors, umpires, announcers, volunteers, CASS 2015 working group members, and other participants
