2018 Game Rules

  1. Capitol All-Stars Softball Game: Monday, September 24, 2018 5:30 p.m
    1. Purpose
      1. The proceeds raised by event benefit Hunger-Free Pennsylvania and Feeding Pennsylvania, two charitable, non-profit organizations working to feed over two million hungry Pennsylvanians
        1. Their members are the food banks, food pantries, and other emergency food providers located in each and every legislative district in Pennsylvania
    2. More than $60,000 was raised in 2013 and $72,000 in 2014 by the Capitol All-Stars Softball game to help fight hunger in every legislative district.
    3. The game was cancelled in 2015, 2016, and 2017.
    4. There is NO rain date
      1. The call to cancel will be made by 4:00 pm on game day via email and on the homepages of PLS and PCN
      2. PCN will also run a notice of cancellation on its network
    5. Location: FNB Field, City Island, Harrisburg
    6. Shot and televised LIVE on Pennsylvania Cable Network
  2. Capitol All-Star Teams
    1. East Team
      1. Captains
        1. Senate Majority Leader Jake Corman
        2. House Majority Leader Dave Reed
        3. House Democratic Leader Frank Dermody
    2. West Team
      1. Captains
        1. Senate President Pro Tempore Joe Scarnati
        2. Senate Democratic Leader Jay Costa
        3. Speaker of the House Mike Turzai
    3. Teams are bi-cameral, bi-partisan
    4. No fewer than 11 players and no more than 35 players on each team
    5. Players do not have represent districts that fall within the geographic area described by the team name
      1. For example, a senator from Indiana can be drafted by the East Team and a representative from Philadelphia can play for the West Team
    6. Each team’s captains will select their top five players on TBD
    7. Captains commit to recruiting as many women players as possible
      1. Capitol All-Stars 2018 reserves the right to re-assign players for purposes of gender balance only
    8. Baseball cards
      1. Each confirmed player as of June 30, 2018 will be sent four questions to answer for their baseball card and for Twitter promotion and on-screen graphics
      2. Each player as of June 30, 2018 will supply Capitol All-Stars 2018 with four SHORT (no more than 120 characters) answers before July 15, 2018
  3. Draft Day: Wednesday, June 4 10 a.m. in the Capitol Rotunda
    1. Team captains and Hunger Caucus chairmen present and will make remarks
    2. Media event; PCN will cover LIVE
      1. Representatives from the Hunger Caucus, Hunger-Free PA and Feeding PA, the Senators, PCN, PLS, and BWP bats will also make remarks
    3. Bat grab will determine which team selects first on Draft Day
    4. Each team will pick its top five draft picks in alternating turns, starting with winner of bat grab
    5. Event sheet will be distributed well in advance of Draft Day to all participants
  4. Capitol All-Stars Softball Game rules
    1. The Official Rules of the Amateur Softball Association of America apply (including nine innings), with the following modifications:
      1. Open Substitution: Players may be freely substituted in and out of the game by the captains
      2. Umpires: There will be three umpires – at home plate, first base, and second base
      3. Scoring:  In each inning, the sides will be retired after three outs or five runs, whichever comes first
      4. Mercy rule: If either team’s runs exceed the other’s by more than 10 runs, the game will be called after the seventh inning
    2. Game will be played with 10 fielders (short field) and 11 batters (including designated hitters)
  5. Equipment
    1. Provided by Capitol All-Stars through generosity of donors
      1. Jersey
        1. With name, party affiliation and district number on back
        2. Sizes due by June 30, 2018
        3. Delivered to players at Capitol offices before September 12, 2018
        4. Players added after June 30, 2018 will wear generic team jerseys
      2. Caps
        1. Delivered to players at Capitol offices before September 12, 2018
      3. Bats
      4. Balls
    2. Provided by each player
      1. Pants do not have to be softball-specific
        1. jeans, shorts, leggings are ok
      2. Shoes
        1. Rubber cleats acceptable
        2. NO METAL CLEATS
          1. Players with metal cleats will not be allowed to take the field
      3. Glove
      4. Socks
      5. Any other personal effects
    3. Men’s and women’s locker rooms available at the park
  6. Meals and VIP Reception
    1. Complimentary food and beverages will be provided to all players, umpires, announcers, volunteers, and other officials participants
    2. There is a post-game tailgate party for all players, Hall of Fame and Commissioner level sponsors, umpires, announcers, CASS 2018 working group members, and other invited participants.
